The Drop-In Center, located near UNLV is open Monday-Saturday 8:00 a.m.-7:00 p.m. and their services are accessible 24 hours a day through the mobile crisis intervention programs, Safe Place.

OPEC – Concerns Over Oil Supply – Crude Down Nearly 3%

Asia markets closed mixed to end the first trading day of the week.

MANHATTAN, NEW YORK, UNITED STATES, November 13, 2018 / — The Shang Hai Composite led advancing issues with a gain near 1.25%, but most other indices in the region moved less than 0.20% at the end of Monday trading. The moves were driven in large part by OPEC and Saudi Arabia which announced separately that 1) global oil markets were heading towards oversupply and lower prices and 2) that Saudi Arabia would cut its production in December.

The second statement, that Saudi Arabia would cut production, had prices for Brent and WTI up more than 2.0% in early Monday trading. The price for crude, both US West Texas Intermediate and North Sea Brent, has been under pressure in recent weeks as mounting fear of oversupply weighed on the market. The move had energy markets trading at long-term lows and overextended in the near-term. The Saudi news, while not yet a reality, is a likely catalyst for reversal and has market participants one edge.

In corporate news shares of Softbank were edging higher after the close of the Asian session on word its shares would list in Japan. The Softbank Japanese IPO is expected to fetch more than USD 21 billion and attract investors from around the world. Softbank is a multinational conglomerate and investment group.

Tech Market Drags On EU Despite Softbank Announcement

European markets moved lower as selling in the tech-sector intensifies, and rising oil prices weigh on profit outlook. The DAX was down about 0.75% shortly after the open and extended that decline to 1.3% by midday. The FTSE and CAC were both down as well, but the declines were much smaller, near 0.5%.

Shares of Infineon and SAP led the decline in tech if for different reasons. Infineon shares moved lower fear of slowing demand while SAP fell after announcing the acquisition of Qualtronics. The deal is worth 8 billion dollars and expected to close in 2019. Conversely, shares of integrated oil companies like Royal Dutch Shell and BP were up nearly 2.0% on rising oil prices.

Dollar Rises On Perfect Storm

In the US, the dollar rose to new near 16-month high on last week’s bullish news. The FOMC reaffirmed their plans to hike rates and that decision was backed up by PPI data. The PPI rose double the expectation and points to the acceleration of US inflation. The Dollar Index gained more than half a percent in early Monday trading as the EUR/USD and GBP/USD both hit new lows. Forex markets in Europe are down on mounting fear a hard-Brexit is inevitable.

The US broad market S&P 500 was indicated to open lower by about a quarter percent in the early premarket session. The index was led by the tech which had the NASDAQ Composite trading lower by nearly 0.60%. Market action is likely to be light on Monday as the US is celebrating Veterans Day. Later this week look to CPI data on Wednesday and Retail Sales, Philly Fed MBOS, and Empire State Manufacturing Survey to move the market.

As we announced last week, the Japanese multinational conglomerate SoftBank Group is targeting 2.4 trillion yen, or about $21 billion, for an initial public offering (IPO) of its domestic telecoms unit, according to a recent regulatory filing with the Ministry of Finance on Monday. The deal would represent the world's biggest market debut since Alibaba Group raised $25 billion for its IPO in New York in 2014. The IPO will effectively split the business in half and provide SoftBank with a trove of capital so that CEO Masayoshi Son can charge ahead with his aggressive technology investment strategy, as outlined by CNBC.

Japanese Conglomerate Doubles Down on Tech Startups

The news reflects a larger initiative by the Tokyo-based technology giant, which has shifted away from its traditional role as a mobile phone network provider to become a key global technology investor. Son has spearheaded a focus on finding lucrative technology investments, launching the $93 billion Vision Fund in 2017.

The fund, which received nearly 50% of its capital investment from the Saudi government, has backed startups including U.S. co-working space WeWork and software platform Slack. SoftBank has also funneled capital into high profile companies like Chinese Internet behemoth Alibaba, as well as Silicon Valley-based ride-hailing industry leader Uber Technologies Inc. and its largest Asian competitor Didi Chuxing.

At a price of 1,500 yen per share, the planned IPO would value SoftBank's mobile division at 7.2 trillion yen, or $63 billion. SoftBank will maintain at least 60% ownership of the domestic telecom business. The conglomerate will also have the option to sell another $2.1 billion of shares given investor demand is strong, which would propel the size of the IPO above $23 billion.

Headwinds facing Japan's mobile business include a pricing war among operators. Earlier this year, SoftBank rival NTT Docomo announced that it would reduce prices for its cell plans by as much as 40%, leading to speculation that SoftBank will be forced to do the same.

SoftBank indicated that the IPO price is tentative and a final decision will be made on Dec. 10 ahead of the IPO slated for Dec 19 on the Tokyo Stock Exchange.

With the current economy many contractors are struggling to keep a good core team of workers available. Many workers are job hopping for a few cents an hour more and then the training process begins again.

Modular Solutions, Ltd of Phoenix, Arizona has a great solution for this challenge. Factory built structures are built off-site and then transported to site. This method of construction has been available for many years, but did not see the surge in construction growth until this recent labor shortage.

With traditional construction a skilled laborer is often traveling from job site to job site losing valuable family time due to long travel and hours on the road. When a building is constructed "off-site" the crew report to the same location (the factory) each day and the factory is able to keep a more loyal crew of dedicated construction teams.

Another benefit is that if building materials are shipped to a traditional construction site they are subject to theft, vandalism, or incorrect material order. This can slow the crews down and a project can be delayed by weeks, especially if the building material was a long lead order item. With prefabricated factory built construction the entire building package is ordered with the approved plans, and purchasing and receiving are able to control the material handling. This results in minimal time loss (if any) due to material shortages or mishandling.

Prefabricated construction is generally regulated by a state agency, and then approved by that agency via factory inspections or third party company inspections. The international building code (IBC) what agencies use to review design plans for a modular or traditional built structure. Both types of construction must comply with all aspects of the IBC building code. The unique aspect of factory built structures is that most factories have standard "approved" structural packages for the construction of the modular facility saving weeks of design time on a custom design-build project.

BENA, MN, UNITED STATES, November 12, 2018 / — This new high school for Bug-O-Nay-Ge-Shig is now open and serving the high school student population of Ojibwe students from Leech Lake Reservation. The new design-build high school constructed by Modular Solutions, Ltd replaces an old pole barn building that was utilized for 20 years while the tribe and community battled for funding.

The contractor Modular Solutions, Ltd from Phoenix was selected by the BIA/BIE to provide the new facility meeting the necessary criteria of extended life cycle, energy efficient design, alternative energy solutions, and safety features.

The 46,000 sq ft high school include a gymnasium that also serves as a community safety shelter, a full service commercial kitchen, geothermal heat, recycle content materials, natural cultural elements, and energy efficient design.

The grand opening and blessing filled the gymnasium with vibrant colors and sound. There were many dignitaries present, all who worked tirelessly over the years to see this high school project come to fruition.

What made this project different is that the high school was constructed "off-site" at a near by construction yard, and transported to site. According to Modular Solutions, Ltd company president Mr. Joe Hart "This type of off-site fabrication shaved months off the construction schedule". Mr. Hart stated "With a limited number of good weather days in this climate, the factory built sections were constructed in the good season, and then completed on the interior during the harsh Minnesota winter weather conditions".

The school staff and community will be able to enjoy this new facility for many generations to come.

Prominent Int'l Crimes News Op-ed Warns Sri Lankan Crisis a Threat to National Reconciliation and Accountability

Bringing a big win to the movement for international recognition of and accountability for the Tamil Genocide,, one the most respected international crimes news resources, has published on its front page the op-ed “Sri Lanka: A Threat to Reconciliation and Accountability,” written by three renown international human rights lawyers nominated to the Sri Lanka Monitoring and Accountability Panel (MAP) by the Transnational Government of Tamil Eelam (TGTE), TGTE is pleased to announce.

“’s decision to publish this op-ed on its front page, calling attention to the Sri Lankan political crisis and how the crisis is a ‘deep blow to the rule of law, promised accountability and respect for human rights in Sri Lanka,’ is a testament to the gravity of situation for the accountability process, for the international crimes, namely genocide, crimes against humanity, and war crimes, already shrouded in deception, ” said TGTE Prime Minister Visuvanathan Rudrakumaran. “MAP experts are individuals of the highest echelon in international human rights law, and the international community would be wise to recognize the op-ed for what it is: a resounding ringing of the alarms.”

The op-ed by MAP writes, “Sirisena’s efforts to promote reconciliation and achieve accountability for gross human rights abuses have been insipid and disappointing. In particular his refusal to take any meaningful steps to establish an independent accountability mechanism to hold those responsible for mass atrocities, including war crimes and crimes against humanity has demonstrated his bad faith. But the appointment of Rajapaksa as Prime Minister is a new low.”

Mr. Rudrakumaran echoes this sentiment. “Whether Mr. Rajapaksa remains in power or not, the mere fact that President Sirisena has appointed him as Prime Minister clearly shows that he is not a partner to the accountability process,” Mr. Rudrakumaran said.

The op-ed also outlines steps for the international community to take to prevent the complete repudiation of the commitments Sri Lanka made the United Nations Human Rights Council in particular and the international community at large. As noted in the op-ed, these include “setting up an independent evidence-gathering mechanism related to atrocities for Sri Lanka with a similar mandate to those on Syria and Myanmar to investigate international crimes; and urging prosecutors in third states to pursue cases against Sri Lankan war criminals under the doctrine of universal jurisdiction.”

The op-ed also states, “Despite the documentation of war crimes by independent UN panels, Rajapaksa continues to deny or defend the main violations, playing into the hands of the Buddhist nationalists, and appealing to the military and security services.”

“What the op-ed also gets at is something that TGTE has been saying for years: Sri Lanka is not a democratic state, but rather an ethnocratic state. It has neither a will nor capacity to mete out justice for Tamils,” TGTE Prime Minister Rudrakumaran added. “Heads of state may come and go—or as this crisis shows, come and go and come back again—but until impunity is addressed at the international level, Sri Lanka will remain as a dangerous and unjust state that threatens international peace and security.”

On October 26, former president Mahinda Rajapaksa was appointed as Prime Minister of Sri Lanka. For the Monitoring and Accountability Panel, this political come-back risks undermining the limited progress made in transitional justice in the aftermath of a civil war that ended almost ten years ago.

In a deep blow to the rule of law, promised accountability and respect for human rights in Sri Lanka, on 26 October President Maithripala Sirisena dismissed Prime Minister Ranil Wickremesinghe and sought to replace him with former Sri Lankan president and strongman Mahinda Rajapaksa. While the constitutional legality of this move is questionable, and the role the parliament might play still uncertain, it is an alarming betrayal of the principles Sirisena stood for when elected and a grave concern for the Tamil population. All Sri Lankans should be concerned about the threat to stability posed by further backpedaling on reconciliation and accountability for mass crimes.

Rajapaksa served as president of Sri Lanka from 2005 to 2015, when Sirisena defeated him in a national election. His tenure was marked by allegations of authoritarianism, corruption and human rights abuses, especially against the country’s Tamil minority. As president, Rajapaksa oversaw the brutal military campaign at the end of the civil war in 2009, which left tens of thousands of Tamil civilians dead or missing. Despite the documentation of war crimes by independent UN panels, Rajapaksa continues to deny or defend the mass violations, playing into the hands of the Buddhist nationalists, and appealing to the military and security services.

Limited progress could be undone

In 2015 Sirisena was elected president on a platform of promoting democracy, respect for human rights, and reconciliation among all Sri Lankans following the brutal 25-year civil war. Accordingly, in October 2015, pursuant to the United Nations Human Rights Council (HRC) Resolution 30/1, Sri Lanka committed to promote a broad transitional justice agenda made up of four distinct pillars: an office on missing persons; an office on reparations; a truth and reconciliation commission, and a special court to hold accountable those responsible for atrocity crimes on both sides of the conflict. After two years of only marginal progress by the Sirisena government, on 23 March 2017, the HRC adopted a new resolution, stressing the importance of reconciliation through transitional justice, and giving the government two more years to fulfill its international commitments.

Sirisena’s efforts to promote reconciliation and achieve accountability for gross human rights abuses have been insipid and disappointing. In particular his refusal to take any meaningful steps to establish an independent accountability mechanism to hold those responsible for mass atrocities, including war crimes and crimes against humanity, has demonstrated his bad faith. But the appointment of Rajapaksa as Prime Minister is a new low.

In October of this year, the Sri Lanka Monitoring and Accountability Panel – a panel of independent experts who monitor the transitional justice process from a victims’ perspective – warned that the resurgence of Rajapaksa would further undermine the commitments made by the government in the 2015. Rajapaksa has consistently belittled such efforts in favor of a rhetoric dismissing the concerns of Tamils, thousands who are still waiting to hear news of their loved-ones who have ‘disappeared’. The limited progress that has been made by the government over the last three years – including basic structures for an Office of Missing Persons and an Office of Reparations – could easily be undone by Rajapaksa. He is more likely to ensure impunity for past atrocities and promote perpetrators as national heroes.

A call for an independent evidence-gathering mechanism

Rajapaksa’s reemergence threatens other critical aspects of Sri Lanka’s progress from conflict to a functional democracy. These include an opening space for freedom of expression and civil society activity, allowing greater press freedom, withdrawing the military from Tamil-majority areas in the north and the east, and controlling security service abuses.

The HRC and the international community must take steps to ensure that reconciliation and accountability in Sri Lanka is not completely swept away as Rajapaksa regains power. Steps should include setting up an independent evidence-gathering mechanism related to atrocities for Sri Lanka with a similar mandate to those on Syria and Myanmar to investigate international crimes; and urging prosecutors in third states to pursue cases against Sri Lankan war criminals under the doctrine of universal jurisdiction.

The probability of authoritarianism and abuse of power posed by Rajapaksa’s appointment should be a wake up call to the international community. Having failed to prevent mass atrocities when Rajapaksa was last in power, the international community must be prepared to take decisive action.
